Job Brief:

The HR Program Manager ensures that HR programs support the long-term goals of the board and company. The ideal candidate will deliver professional work of considerable difficulty overseeing a range of administrative functions related to HR management, employee advancement, and customer assistance. The successful hire will also conduct regular HR training for employees and supervisors.

Role Objectives:

  • The HR Program Manager reports to the Director of HR and assists the Director in the delivery of HR programs and initiatives including training and development, performance management, policy development, and compensation.

  • This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions in the department.

Key Responsibilities:

  • Plan, direct and administer various HR programs.

  • Draft and revise job classification specifications.

  • Develop HR training programs and teache courses.

  • Research, analyze data, and prepare quarterly reports on HR trends, new HR project suggestions, and current program goals and progress.

  • Develop, review and revise program policies and procedures.

  • Provide advice and counsel to department heads, managers and staff on updating and interpreting programs.

  • Represent the department with the board, related agencies and the public.

  • Perform other related duties as assigned.

Skills and Attributes:

  • Outstanding presenter with experience in designing and delivering training for a variety of delivery methods (classroom, self-paced, web-based and performance-support job aids) and learning strategies (guided practice, role plays and case studies).

  • Strong relationship-building, consultative and influencing skills; and exceptional interpersonal skills to interact and communicate with diplomacy and tact with all levels and backgrounds of staff.

  • A high degree of judgment and discretion, adaptability, strong problem-solving skills

  • Ability to work independently and with a team with a strong initiative to manage high volume workflow.

  • Demonstrated ability to perform detail-oriented work with a high level of accuracy.

  • Excellent written and verbal communication skills.

  • Solid program management and multi-tasking skills.

  • Fluency in English, written and oral. Abilities in a second language a plus

  • Solid proficiency in MS Office suite.

Required Qualifications:

  • Bachelor's degree in human resources or a related field and 5 years of progressively responsible HR Generalist experience, including at the managerial level, with expertise in training and development, performance management, compensation and leadership consultation regarding human resource matters; or any combination of education, training, and experience that demonstrates the ability to perform the duties of the position.

  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential preferred.
